In a bowl, combine the salsa ingredients and set aside.

Heat oil and sauté onions, peppers and garlic for 3-4 minutes. Add chili powder and cook for another couple of minutes. Remove from the pan, and set aside.

In the same pan, add 1 tablespoon of water, beans, and cumin. Cook for 5 minutes or until beans become fragrant.

Combine lettuce with cooked ingredients.

Top with homemade salsa.
